What is BSCC

An education loan, backed by the Bihar Government

The Bihar Student Credit Card (BSCC) is a flagship education loan scheme launched by the Government of Bihar in 2016, under the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (MNSSBY). Its goal is simple: no student in Bihar should have to drop out of higher education due to financial difficulty. Eligible students can borrow up to ₹4 lakh to cover tuition fees, hostel costs, books, study materials, and even a laptop — with the Bihar Government itself acting as guarantor, so no collateral or third-party guarantor is required.

Can be used for diploma, degree, and professional courses — including all 6 diploma programs at DD Polytechnic College.

Who can apply for BSCC

Must be a permanent resident of Bihar, with valid proof of domicile.
Must have passed 12th / intermediate (or equivalent) from a recognised board.
Must have secured admission into a recognised institution and an approved course — DD Polytechnic College's diploma programs are SBTE Bihar / AICTE approved and eligible.
Age limit typically applies (commonly up to 25 years) — please confirm the current age criteria on the official portal.

Step-by-step application process

Register on the official MNSSBY portal
Visit the official portal and register using your name, mobile number, and email ID to receive your registration ID and password.

Fill out the BSCC application form
Log in and select the Bihar Student Credit Card scheme. Complete the form with your personal, educational, and course details, including co-applicant (parent/guardian) information.

Upload documents & submit
Upload scanned copies of all required documents and submit. You'll receive an acknowledgement number and a confirmation by SMS and email.

Visit your district DRCC for verification
Your District Registration & Counselling Centre (DRCC) will schedule an appointment. Visit with self-attested photocopies and original documents for verification.

Bank sanction & card collection
After DRCC verification, your application is forwarded to the allocated bank for loan sanction. Once approved, visit the DRCC again to collect your Student Credit Card and the bank's sanction letter.
